Read the amount and the unit

Concentration
needs context.

An amount listed per milliliter of a liquid describes that liquid’s composition. An amount listed per gram of a cream describes the cream’s composition. They are different formats and should not be substituted for one another.

The number on a label does not, by itself, tell you how much of an ingredient reaches a particular tissue or what effect a product will have.
